They also tech up to explosive and armor piercing shells on-par with even a player focusing ships techs, at least on very hard/legendary. The AI definitely still loves using 1-2 ship fleets to raid and bombard but they also have 1-2 full stack fleets running around by realm divide, usually sooner, for army transport since they do land on you.
